In 1996, the former President of the Soviet Union Mikhail Gorbachev laid the foundation stone for the Bell Palace together with his wife Raissa. Under the roof of the building in the style of an Eastern European monastery, the European Institute of Arts and Crafts was united with exhibition rooms, a bell foundry and exhibition and meeting rooms dedicated to the work of Nobel Peace Prize winners Albert Schweitzer and Mikhail Gorbachev.
