Surfing without Barriers
In Germany there are around 7 million people with severe handicaps. These include people with visual, aural, motor and cognitive restrictions. The Internet is frequently the most important means of communication for these users. That is why the federal government has created the legal guidelines for barrier-free access to electronic information media with the Disabled Equality Act, which came into effect in May 2002. The guidelines are based on the recommendations of the W3C initiative "Web Accessibility Initiative" (WAI) and describe in detail the regulations for the creation of barrier-free Internet sites.
